For years, it has been taken for granted that any step towards the screen was, by definition, a democratic advance. However, experience shows us a very different reality: poorly understood digitalisation can erect an invisible wall between the town hall and the neighbourhood.

If proposing an improvement to your street or voting on participatory budgets requires navigating complex identification systems, deciphering technical documentation and mastering bureaucratic jargon, we are not democratising public management. What we are doing, unintentionally, is selecting who has the time, the skills and the patience to make themselves heard.

Beyond connectivity: the procedural gap

Often the digital divide is reduced to an issue of infrastructure: having access to fibre optics or owning a state-of-the-art phone. However, in our towns and cities the most common barrier is not technical but procedural. It is the distance that separates a person’s daily needs from the internal rules of the administrative machinery.

When faced with an open form on a municipal website, citizens are often confronted with paralyzing doubts:

Is the town council competent to deal with this request, or does it depend on the Provincial Council or the Generalitat?

How should the proposal be drafted so that it is not rejected on formal grounds?

How can one determine whether the proposed investment is technically viable and fits within the relevant budget allocation?

The consequence of this uncertainty is well known to any public official: most people abandon the process before clicking submit. Participation is limited to an organised minority with high cultural or technological capital, while the broader social fabric becomes disconnected from institutions.

The impact on technical staff: when the system doesn’t support them

This fracture not only harms the neighbourhood; it also imposes a direct and exhausting cost on the municipal administration. When a participation platform is limited to being a static mailbox that receives raw proposals, the burden of filtering falls entirely on the technical staff.

Municipal staff have to spend dozens of hours manually reviewing requests that lack sufficient information, request actions outside local authority, or fail to meet basic legal requirements. This process creates a twofold frustration: on the one hand, a burden of repetitive, bureaucratic work for staff; on the other, public dissatisfaction, as citizens receive a cold rejection notice months later without fully understanding the reasons.

Three keys to accessible and useful participation

At ONode, we understand that technology should be a bridge for inclusion, not a technocratic filter. Through the development of our ADA platform, we have defined three fundamental principles to ensure that digital transformation expands rights rather than restricting them:

Clear language as a basic right: You cannot participate in something you do not understand. We apply the international criteria of the UNE-ISO 24495-1:2024 standard to transform complex administrative texts into direct, clear, and structured instructions. Anyone, regardless of age or education, must be able to understand the purpose of a consultation or the stages of a participatory budget.

Active support with intelligent assistance: A public portal cannot be a passive repository. The conversational engine integrated into the platform advises citizens in real time as they draft. The assistant helps structure the idea, suggests necessary data and warns of potential incompatibilities before the final submission, improving the quality of the proposal at its point of origin.

Universal and barrier-free design: Interfaces primarily designed for mobile use, accessible according to WCAG 2.1 (AA) guidelines and designed to avoid unnecessary friction. Ease of use is prioritised without ever compromising the highest privacy guarantees, in compliance with the GDPR and the National Security Scheme (ENS).

To digitise is to create an administration that listens better.

Participation in the future is not measured by the number of forms we upload to a server, but by the real ability of our neighbours to influence their immediate environment.

When technology structures information, guides the citizen and automatically filters out procedural flaws, the administration wins twice over: public staff are freed from mechanical tasks so they can focus on evaluating and executing projects, and a relationship of trust is built based on clarity and respect for people’s time. Digitising isn’t about moving paper to a screen; it’s about making administration more open, more efficient and accessible for everyone.

Nam semper, est nec aliquet interdum, quam nulla egestas risus, et luctus diam massa ac magna.
